DOJ UST Enterprise Level Project Management Support

Description:
Alltech Services, Inc. provided senior program and project management consulting services to the United States Trustee Program, Office of the CIO, (OCIO).
The United States Trustee Program (USTP) is a component of the Department of Justice that seeks to promote the efficiency and protect the integrity of the Federal bankruptcy system. To further the public interest in the just, speedy and economical resolution of cases filed under the Bankruptcy Code, the Program monitors the conduct of bankruptcy parties and private estate trustees, oversees related administrative functions, and acts to ensure compliance with applicable laws and procedures. It also identifies and helps investigate bankruptcy fraud and abuse in coordination with United States Attorneys, the FBI, and other law enforcement agencies.
The Program was established by the Bankruptcy Reform Act of 1978 as a pilot effort encompassing 18 districts. It was expanded to 21 Regions nationwide, covering all Federal judicial districts except Alabama and North Carolina), by enactment of the Bankruptcy Judges, U.S. Trustees, & Family Farmer Bankruptcy Act of 1986. The primary role of the U.S. Trustee Program is to serve as the "watchdog over the bankruptcy process”.
Alltech Services provided senior enterprise level project management support to the Executive Office of the United States Trustee (EOUST) coordinate and perform a wide array of software, security, and infrastructure projects.
In supporting the project management needs of EOUST’s Office of the CIO (OCIO), Alltech staff performed the following tasks:
1. Implement OCIO-wide project lifecycle policies and procedures.
2. Design management processes that tie together dependencies between projects.
3. Foster a high level of communications between all personnel working on related projects to ensure all necessary tasks have been identified and addressed.
4. Implement a portfolio management system that will track all active and queued projects.
5. Implement periodic reviews of projects with OCIO senior management.
- Design reporting mechanisms that increase the visibility of projects and roll up into a CIO dashboard.
- Track OCIO resource utilization .
- Refine Change Management processes currently in place to incorporate project related change management .
- Integrate IT-Wide Change Management process with existing IT-Branch Change Management processes.
- Implement a configuration control system and configuration control board that is used to manage changes to projects.
- Provide direct project task management as needed for high visibility projects.
- Wherever possible, promulgate “best practices” currently utilized at EOUST.
- Manage the production of project documentation as required.
In addition, Alltech staff provided support and assistance services in the areas of project planning, scheduling, and coordination in support of the EOUST administration and system management responsibilities. These services encompass the following tasks:
- Create, maintain and update project schedules. Provide guidance and support in areas such as resource allocation and leveling, and assist with developing performance measures and tracking progress against project costs, goals and schedules.
- Update the EOUST System Development Life Cycle methodology. Review best practices, lessons learned, and cultural environments to develop streamlined processes and documented procedures. Develop a detailed action plan to implement approved changes.
